Infrastructural development, improve local law enforcing situation, education, agricultural productions, it is also demanding to increase more budgetary allocation for total sanitation coverage of the union. Besides ensure quality education, women and child development, regular sharing with the community people of the planning and budgeting of the union parishad, increase more activities on education, sports, cultural and demanding to expand the social safety net and cover more peoples. These recommendation were stated at the open budget session of the B M Char Union Parishad of Chakria Upazila under Cox’s Bazar districts on last 20 June 2013. B M Char Union Parishad organized Open Budget session for the fiscal year 2013-2014 with the emphasis to allocation for Water and Sanitation Programme of the Union Parishad budget with the help of ISDE Bangladesh and Freshwater Action Network-South Asia Bangladesh Chapter (FANSA-BD) at Union Parishad auditorium.

B M Char UP Chairman Alhaj Badiul Alam was presided over the meeting while Chakaria Upazila Parishad Chairman Rezaul Karim was chief guest, Upazila Vice Chairman S M Jahangir Alam Bulbul, EX Upazila Chairman of Kaptai Prof Shahabuddin Mahmud, Assistant Commissioner (Land) Mohammed Al Amin was special guest, National Steering Committee Member of FANSA-BD and Executive Director of ISDE Bangladesh S M Nazer Hossain, Coordinator of FANSA-BD Sayada Rezina Akhter, UP Member Md Alamgir, teachers representative Master Sarwar Alam, Ex UP Member Nurul Abasr, Master Abdus Sobhan, Nurul Islam Sowadagor, Dr. Nor Mohammed, Sr. Programme Manager ISDE Bangladesh Md Gias Uddin, Sk Azad Kamal Tiou also take part the discussion. UP secretary Md Saiful Islam presented the budget for the fiscal year 2013-2014.

A total of Tk. 26,94,368.00 was announce budget for the fiscal year 2013-2014, where Tk.170,000.00 was allocated for water and sanitation.

Chakaria Upazila parishad Chairman Rezaul Karim thanks to the Union Parishad authority to announce their budget with open dialogue to the voters and which is the good example of the Union Parishad to promote transparency and accountability to the community. He hopes other local government will also follow the systems to involve the local community to prepare the budgeting and planning of Union parishad. He also emphasis to ensure participation of the local community in planning and implementation of the local government council.

The speakers says there is no alternatives to holds regular consultations between the community and the local government and elected representatives. They also said without participation of the local community no development activities will sustain. They also demanding to increase budgetary allocation in women and child development, social safety net and undertake awareness raising activities on various social issues including health and hygiene practices, VAW and education etc. They also recommended to allocate amount for various standing committee to activate the various UP Standing committee to become more functioning and ensure participation of the local communities in UP activities.

This is first time open budgeting session for B M Char Union parishad and it create interesting to the audience and participants of the open budget session. Representative from all section of the community were take part the open budget session and they are also take part the question answer session also.

Strengthen effective people’s participation at all stages of program designing, planning, implementation, monitoring and evaluation harnessing local and external resources that will contribute greatly in sustainable social change. ISDE Bangladesh works in line with Target Group Approach as well as Community Approach followed by the principles of human rights, good governance, gender sensitivity, equity and participation targeting poverty reduction. It gives equal emphasis to ISDE Bangladesh scheduled castes and ethnic groups as target groups. ISDE Bangladesh grew to its present level by responding to the needs of the people. From 1993 ISDE started moving to a more exhaustive approach with resources and financial assistance from a number of development partners. ISDE Bangladesh has been gradually expanding its activities in more remote and neglected areas of the country.
