World Consumer Rights Day 2012 clebrated in Chittagong

A person always victims for rights violations in all-around the world, as a consumers and as well as citizen. Rights violations, fraud, and cheating, manipulations are the real life partner. Although in Bangladesh Government has enacted Consumer Rights protection laws 2009 and many law enforcing agencies taking various steps to ensure consumer rights. Speakers asking violating consumer rights everywhere? Some of the duty bearers not performing rights duties and responsibilities, some of them are blaming to others and trying to mislead our nation, but 16 crow people as whole are consumers any ways. As a result consumer rights violating all the times which is seriously hamper our human rights violation and people suffering basic human rights, democracy and rights to information etc. So, now the time to work unitedly with all tire and be aware about rights and responsibilities as consumers so that basic human rights must be established. Besides people have to be aware, safe and released from syndicates gangs and ill motiavted business groups, who are cheating people, making money in the name of business with out following any ethics and norms of business. This is also need a social movement to change the mind set of the business community who does not follow any norm of business and have social responsibility to the community. Speakers urge the community, if there is any violation of consumer rights please raise voice, submit complain to the Consumer rights directorate and CAB local office and local administrations to fulfill the consumer rights. These were stayed at the seminar was held at Chittagong Circuit House conference hall on 15th march 2012 to mark the World Consumers Rights day 2012. Chittagong District Administration, Directorate of National Consumer Rights Protection and Consumer Association of Bangladesh(CAB) Chittagong Divisional and Metropalitan city organized the seminar.

Speakers criticized the business gangs who involved in fraud, food adulteration, price hike and storage of essential commodities to making money and making living condition of mass people critical. Some of them are involved in food adulteration, toxic food marketing and unethical baby food and junk food promotion. speakers demanding capital punishment of business who involved in food adulteration, taxing, use of formalin and chemical in food items which is harmful for human being. Speakers demanding strengthening regular market monitoring, surveillance, mobile court by the district administration, RAB, BSTI and DNCRP etc.

Speakers also demanding monitoring of financial services, institutions, bank, MLM companies and other money services companies by the local administrations and make joint surveillance committee with CAB and media people. Speakers say Unipay2u one MLM company stop by the Government, but thousand of MLM companies now making fraud to the consumers in many names. Speakers also urge Government to come forwards to strengthening consumer movement through supporting consumer rights organization to organize and educate consumers in Bangladesh. Speakers criticize government duel role for business organizations and consumer rights organizations.

Later a colorful rally was also organized to mark the day and it was started from DC Hill and round the main street of the city and end to the circuit house. Many play card, festoon and banner was shown to demanding different slogans. As part of World Consumer Rights Day 2012 celebrations Stop Junk Food campaign and drawing competition was held at YWCA School, Lalkhan Bazar, poda colony, Chittagong on 15th March many disadvantaged children were take part the campaign and drawing competition. Directorate of National Consumer Rights Protection and Consumer Association of Bangladesh(CAB) Chittagong Divisional and City Committee jointly organized the events.

Demanding United Effort to Stop Sexual Harassment, VAW & Early Marriage

The indicator of developed nation can be measure to see the status of women’s dignity and enjoying rights. Besides sexual harassment, early marriage and VAW cannot be continue in any developed society and nation. Sexual harassment, eve teasing now become chronic social diseases and some ill motivated youth are engaged to do such types social crime as a fun but sometimes it may reason for unexpected death and stop mobility of a young girls. So there is high need to create a social movement to remove these types of social crimes from society, otherwise women mobility will goes down and which ultimately hamper the national development and prosperity. Without participation of major portion of the country no nation can develop. This is the right time to create social movement to create environment for women participation in development process and right to education for all is one of the key factor to develop our nation. A gang of ill motivated vested groups always try to split out the women folk from development intervention and they created many strategy to stop mobility of women and sexual harassment and eve teasing are use as tools for them. The Government has initiated many initiatives to stop eave teasing, sexual harassment and the offense is included in mobile court at Upazila level. But people have no information to goes to the administration. If anybody can asks support from police and UNO at local level it must be punished. These were stated at the opening session of the 15 days Campaign for Sexual Harassment Free educational institution held at Chakaria Bijoy Mancha on 29 February 2012. ISDE Bangladesh, CSDF Chittagong and Upazila Youth and Student Forum jointly organize a day long caravan rally and procession to mark the demand.

The principal demand from the peoples of Bangladesh to the international community reduce green house carbon gas by 2050 carbon gas must be reduced 95%. It also demands the losses to recover the rural livelihood from the developed nations and they have to compensate the affected countries. Otherwise affected nations will boycott the products from developed nations. These was stated on Human Chain on Climate Justice after gathering organized by ISDE Bangladesh with the associate of Campaign for Sustainable Rural Livelihoods-CSRL on 13th November 2011 at Chittagong Press Club Premises. ISDE Bangladesh and CSRL member organization initiated the Human Chain to celebrate the Climate Justice Day 2011 demanding Climate Justice were participated by different section of the community. The speaker says developed countries are responsible for climate change and so many people become climate refugees and they should take the responsibilities. In Bangladesh various natural calamities occurred every day due to carbon gas supplies by the developed nations.

The speakers demanding to ensure free movement relocation, rehabilitation and reintegration of climate forced migrants, enacts separate procurement policy for NGOs & green climate fund management, global green house gas emissions must peak no later than 2015, limit global temperature increases no more than 1.5°C of pre-industrial level reduce atmospheric green house gas concentrations to 350 PPM, reduced emissions at least 45% in aggregate against 1990 levels by 2020, global GHG emissions must be reduced byat least 95% below 1990 levels by 2050, contribute public money for Green Climate Fund, international transports including shipping & aviations must provide adaptation costs, no to World Bank in climate finance management.

Apart from this coastal region of Bangladesh is almost one third of the total land. In generally 18 districts belongs to coastal region. 48 Upazila of 15 districts are most vulnerable to climate change. Already some areas are affected by water logging and saline water intrusion. People are suffering from drinking water scarcity and also from fresh water for irrigation. Saline water encroaches by shrimp farmer and the shrimp farming land become out-of-cultivation. Common hazards of these areas are cyclone and heavy storm, flood, tidal surge, heavy rainfall, salinity intrusion, short duration water logging. People demands immediate steps to save coastal people from these types of natural calamities. Salinity is become dangerous effects for the coastal community and besides deforestation, low food production may be increased day by day.

World Bank, IMF and other multinational donors invested money to spread out jut industries in India and at the same time they invested money to quit jute industries in Bangladesh. This is also same in the consumer’s rights situation in Bangladesh, the WB, ADB, IMF and others funded many projects to FBCCI, BGMEA and others trade bodies but they are not interested to invest any amount of money to consumer’s rights organization in Bangladesh. As a result there are big gap between trade bodies and the Consumer Rights Organizations. Now the people are suffers by price hike of essential commodities, adulteration of food and syndication of rice and others commodes for making high profits. The Government mechanism are failure to monitor the business groups and houses. Government blaming Consumers rights organizations are not capable to handle the protection of consumer rights. Government withdrawn subsidy from agriculture, fertilizer, fuel and energy as per direction by the WB, ADB, IMF and others multinational donors. Now the livelihood security of the community people become unwanted. These situations were not expectable by the consumers. These were stated by the speakers at the special General Meeting of Consumer Association of Bangladesh (CAB) Chittagong Regional and Metropolitan City was held on last 6th June 2011 at CSDF Auditorium.

Nurul Islam MP said Amini is a Wahabi (a branch of Sunni Islam) and Amini-led Wahabis do not believe in the constitution of Bangladesh but want a revolution to establish a medieval-aged government in the name of Islam. He urged the government to arrest Amini on charge of sedition and called on all Sunnis to come forward to resist Amini-led Wahabis.

The speakers said the policy contains nothing contradictory to the Quran. The day being Mother's Day, she urged Amini-led alliance to support the policy if they respected their mothers. The speakers said National Women Development Policy is not law, it is guiding doccument to Government departments. But the fundamentalist groups are traying to misinterpretaion to the community people and trying to get political advantages. The Policy will not enforce only to Muslim women, it will also enforce to all women. Speakers urge the Islamic leaders not to create hassale Islam any contradictory articales in the policy.

Speakers criticized the progressive forces, the fundamentalist groups try to get political adavtages, but the progressive forces are keep silients and not to come forward to support raise voice to implement NWDP as are as possible. They also said the progressive forces remain keep silents, government will compromise with fundamenatlist groups. Speakers urge the peoples to comeforaward to resist Amini and other allies who stand againgst women’s political empwoerment.

Exceptional grassroots level women gathering and sports competition was held to demanding immediate implementation of National Women Development Policy 2011, specify the role & responsibilities of women elected in local Government and equal participation of women in political process. These was arranged by the Upazila Administration in association with ISDE Bangladesh, Chittagong Social Development Forum (CSDF), Karma Need, Chakaria Nari Unnayn Committee to mark the independent day on last 26 March 2011 at Chakaria Korak Biddapit playground Chakaria under Cox’s Bazar district.

The speakers congratulates the Government to develop national women development policy 2011 which was also noted in the election manifesto of current Awamee League. They also urge the government to specify the role and empower the elected women representatives at the local government and ensure equal participation of the women representatives at the different social committees and political process in the country. They also demanding stop the false impressions and propaganda against the NWDP 2011 by the some religious vested interested groups and political forces and demanding create mass awareness and protests against the political stand towards the NWDP 2011 at local level. The speakers urge the women folks to boycott these political forces in the upcoming national and local election who stand against women rights and empowerment.

Speakers also said women participation not ensured due to lack of national policy for women for last 10 years. As a result many elected women representative in the local government have to fights to establish their rights at the streets. Peoples elected representatives are not able to perform their duties properly and human rights violation exists at local level. Besides a vested religious group trying to claim the issues NWDP is anti-Islamic and try to raise boiled the political field uses to religious sentiment, which is not fair. Speakers urge the people raise voices and social protest to this. They also said the religious fundamental groups exploited the young people and forces them to join JMB and Hijbuthtahrir and trying to fundamentalist country.

Speakers urges to develop positive attitudes towards women empowerment in the Government administration otherwise the NWDP will not be properly implemented. They also demanding designated rules and responsibilities of the women elected in the local government to perform their duties properly. Speakers also demands women friendly society, working places and also political field, then women rights will be ensured. This is first time sports competition for the grassroots women at Cox’s Bazar areas and many women participated in the sports in the competition.

Due to lack of right participation of real NGO representative in the Government initiated Climate Change trust fund management many irregularities held to select NGOs, many business organizations, research firms, individual persons were selected as NGO to implementing the Climate change trust funded project, which is weigh down the aims of the trust fund and it will also hamper the image of the Government initiatives in the climate change issues. Speakers demand to develop separate procurement policy for NGOs and social sector. These were stated by the speakers of the training session on Environmental Awareness and Development organized by ISDE Bangladesh and CAMPE held on 27-30 march at CSDF auditorium, Chittagong.

 Local and international huge fund was spent to environment development and climate change issues which were uses to experimental basis to conduct study by the consultant groups, business firms and international experts ultimate users community people have no result from it. Finally NGOs become blame and liable to the nation. Speakers demanding making linkages to research and implementation at the field level, otherwise research paper will block at the laboratory test. It also demands to involve the local NGO, CBO, voluntary initiatives and other pressure groups who acting to protect natural environment development at locality. They also anxiously said due at lack of separate procurement policy for NGO and social sector, NGOs treated as contractor or business firms under bidding procedure. Finally NGOs, business firm, individual comes from Khulna-Barishal to Chittagong to implement projects and end the projects there is no impacts from the projects. Peoples accused the NGOs, not the process which is not correct.

Speakers also ask the civil society to raise voice to demanding climate justice, demands the losses to recover the rural livelihood from the developed nations and they have to compensate the affected countries. It also demands create mass awareness on climate change and environmental issues.

Upholding Dalit Human Rights through Inclusion in the Population Census- 2011
Population Census is a very important document for policy formulaiton, undertaking development programme and long term planning of the country. Bangladesh Government is going to conduct it's 5th Population Census on 15-19 March 2011. There is a trend in Bangladesh to show the population less than the authentic figure, to exclude minority, Dalit and Indigenous communities and not to recognize the traditional livelihood groups like Forest Peoples.

In the last population census in 2001, a large number of minorities from Hindu and Christian were excluded from counting. In an Upazila, Mohammadpur of Magura the 2001 census shown that the Hindu Population was 21,808 where the number of Hindu voter was 35,503 in Voter List of 2008. In Mongla, an Upazila of Bagerhat District the census shown the number of Chrisitan population was only 11 within 3 families. But there are more than 1,500 Christians in Mongla under 23 Churches.

The Dalit population of Bangladesh is not less than 5 million but they have no recognition in the state. The indigenous communities are also neglected in the population census.


To raise the voice of indigenous, Dalit and religious minority groups, please join with the group and add your vocal to include all socio-economic, political, religious and ethnic groups in the population census with equal treatment.

ISDE Bangladesh has initiated camapign to inclusion of Dalits in the population census with the joint collaboration with SHAREE and Admashumary Parjabekkan Uddog. The activities are press conference, discussion meeting, citizen dialouge and rally, publicity and raise voices of the community.

Our Demands;
To ensure an inclusive of Daltis in Population Census 2011 with active involvement of all socioeconomic, religious and anthropological groups towards pluralist society with equity, we demand:

  1. Selection of Animators (data collectors) from community level, from each of the religious, livelihood based and ethnic communities with equity and justice;
  2. Formation of Civil Society Observation Team to monitor population census process with power to suggest the local offices of the Bangladesh Bureau of Statistics (BBS);
  3. In column number 11.a of the questionnaire there is an option of including `Ethnic Minority Groups'. Some simple words like 'or Backward group' or 'Dalit group' can be add here. In the column number 11.b the authority can include some codes for Indigenous Munda, and Dalits with other codes;
  4. In column number 25 of the questionnaire there are three sub-columns (agriculture, industry and service) under 'Occupation' column. A sub-column 'Specific Occupation' can be added under this column with codes for Cleaner, Pig Rearer, Sweeper, Cobbler, Hair Cutter, Bawali, Moual, Jele etc. along with other mainstream occupations.
  5. The religious identities of the citizens are defined in column number 18. There are 5 sub-columns (Muslim, Hindu, Christian, Buddhist and Others) under this column without any code for Jain, Shikh, Bahai, nature worshipers or the secular/atheists. So, none can know the actual number of these small religious groups and the atheists and debates over the table would be continued. Some codes should be added under 'Others' to include all of the religious groups in the census.
  6. Finally, the civil society groups, journalists, donor agencies and UN Agencies may raise their voice for an inclusive Population Census in Bangladesh. On the other hand, the government may take necessary actions to make the census effective, inclusive and transparent because only one change can change the situation: the mindset!
